La segunda sesión del Comité Intergubernamental de Negociación para elaborar un instrumento jurídicamente vinculante a nivel mundial sobre el mercurio (CIN2) se celebró en Chiba (Japón) entre el 24 y el 28 de enero de 2011.
En la segunda reunión del Comité, los delegados acordaron fundamentar su debate en los proyectos de elementos de un enfoque exhaustivo del mercurio que la Secretaría había preparado. Todos los apartados de este documento, basado en el mandato establecido por el Consejo de Administración del PNUMA en su Decisión 25/5, se debatieron en el Pleno durante el transcurso de la reunión. Los grupos de contacto trabajaron en tres temas: almacenamiento, residuos y sitios contaminados; extracción aurífera artesanal y a pequeña escala; y emisiones a la atmósfera y liberaciones al agua y la tierra. Los facilitadores recibieron como instrucciones recopilar las opiniones de los delegados sobre una serie de otras cuestiones. Los participantes de la reunión también acordaron la creación de un grupo legal.
Para concluir, el Comité se solicitó a la Secretaría que preparase documentos adicionales para su examen por parte del Comité en su próxima reunión, incluyendo un nuevo proyecto borrador sobre el enfoque exhaustivo e idóneo al mercurio. Este nuevo texto se basaría en los proyectos de elementos propuestos para la segunda sesión de la comisión y reflejaría puntos de vista sobre el posible contenido del documento sobre el mercurio tal como se expresa por las partes en la segunda sesión y como fueron presentados por escrito por las partes en la Secretaría.
