La primera reunión del Comité Intergubernamental de Negociación para elaborar un instrumento jurídicamente vinculante a nivel mundial sobre el mercurio (CIN1), celebrada en Estocolmo del 7 al 11 de junio de 2010, marcó el inicio formal de las negociaciones.
Durante la sesión, el Comité aprobó el reglamento bajo el cual operaría y eligió al Sr. Fernando Lugris (Uruguay) Presidente del Comité, así como nueve vicepresidentes que en conjunto forman la Mesa del CIN (Comité Intergubernamental de Negociación). Las delegaciones tuvieron la oportunidad de presentar puntos de vista iniciales sobre cada una de las disposiciones enumeradas en el mandato de negociación.
El comité concluyó con la solicitud a la Secretaría de preparar documentos adicionales para promover el debate en la próxima sesión, entre ellos un apartado con posibles "proyectos de elementos de un enfoque exhaustivo del mercurio" que estuvieran presente en el documento sobre la base de las opiniones expresadas durante la sesión y en posteriores comunicaciones escritas.
