  A meeting of the INC Bureau was held in Prague on 11-12 September 2012 and was preceded by informal “Indaba” consultations with INC4 contact group co-chairs and regional group coordinators to review the outcomes of the fourth session and prepare for the fifth session of the negotiations.

  The Bureau meeting was preceded by informal consultations on 31 January and 1 February 2012 with the Bureau and other delegates who performed coordination and facilitation roles at INC3 in Nairobi, including contact group co-chairs and regional group coordinators. The overall objective of the informal consultations was to initiate the preparations for INC4, based on a review and assessment of the outcomes of INC3 and a discussion on the intersessional work to be conducted. The informal consultations were not in any way intended as a continuation of the negotiations at INC3.
  
  To support the discussions, the secretariat had developed four background notes as follows : overview of intersessional work requested at INC3; financial resources and technical and financial assistance - intersessional work requested at INC3; possible intersessional consultations between INC3 and INC4 and a note by the secretariat on the flow of the negotiations.

  The Bureau meeting was preceded by informal consultations on 28 and 29 March 2011, with the Bureau and other delegates who performed coordination and facilitation roles at INC2 in Chiba, Japan, including contact group co-chairs, issue facilitators and regional group coordinators. The informal consultation assisted the Bureau by providing perspectives from the broader group of office holders at INC2 with regard to the views expressed by delegations during the discussions, both in plenary, contact groups and informal meetings with the facilitators and expectations regarding the options and approaches that should be included in the new draft text to be developed by the secretariat for the next session. 
  
  To support the discussions, the secretariat had developed four background notes as follows : an overview of documents requested for INC3; an overview of intersessional work between INC2 and INC3; a note on preparation of a new draft text; and a note on the flow of the negotiations.
  
  The informal consultations were not in any way a continuation of the negotiations, and no drafting of text for the next session took place. The informal consultations assisted the Bureau in formulating its advice and guidance to the secretariat regarding the inter-sessional work to be undertaken before the next session.
